"The Royal Family" is not surrounded by Chihuahuas ... They are surrounded by Papillons. Much like King Louis the XIV, (The Sun King) . I believe their is a similar setting in a portrait of him in the Louvre. There may be one Chihuahua but I would have to say that this Royal family was surrounded by Papillons. Might want to have your edit checked a little better next time.

I believe it was one of Frances, favorite kings, Louis XIV.. Who had a portrait made of himself in the similar setting. If I am correct the portrait is sitting in the Louvre. Might want to have your copy checked before you post it. It is possible there may be one Chihuahua in the picture. But surrounded by .. NO .. those are Papillons.
